How does one think that is how thermal paste works? The heat transfer of thermal paste is never as good as metal or silicon. So you want as thin a layer as possible to fill in the gaps on the surface of the materials. In other words, get rid of the air pockets. The thicker the layer of the paste the worse the transfer.
