You barely ever has to restart a W10 machine, what are you whining about? If you are running W10 insider in the fast ring (it is currently updating several times a week) , I can kind of understand it, but then it is YOUR choice. Standard W10 does not update a lot...

Now that you mention the fast ring, The Linux subsystem is becoming quite an interesting squid..
