Hackintosh approach is having it at boot as an option or main OS if no more OSs.
So, you boot your pc, and choose mac os x. I have done in the past. Spoiler resolution sucked a bit (colors mostly) but xcode worked nice. -
Dual boot. Check your hardware check the requirements and happy xcoding

derTuca1588yYou don't NEED to dual boot. You can use a VM in Vmware Workstation (but you need a patch to allow Vmware to create OS X VMs - VMware unlocker iirc), and the advantage is that you can remote connect Visual Studio to that VM and if you use Xamarin you can develop for Android, Windows and iOS at the same time. Also, if you use ionic, you can remote build via the vm. If you want to go native, tho, or you don't care about poor Windows, dual boot is the best way.

You can't legally publish an app without a Mac, although you might be able to develop it. There are some Mac "in the cloud" websites that could help.
