@yehaaw thanks for your input. I thought so too. I accepted the former offer based on the circumstances surrounding me at that time, but now I just want to make it pays l but the founder's just not helping.

If you agree for a salary significantly lower than the market average, you're sending signals that you're weak and easy to lowball/use and ditch.
Unless $70 is big money in your area, don't get any lower. Because you're already too low.

if you did your job and did it relatively fast, start looking for another employer, this one is definitely either taking you for a fool, poor as fuck or both

The median income in Nigeria (you wrote this in your profile) seems to be around 800€ (according to http://salaryexplorer.com/salary-su...). Therefore 280€ do seem to be very low.

If you don't have better job, maybe.

unless the dev is really passionate about the startup because they own it, what the fuck. a startup is still a company, they have to pay staff a living wage

i get 260 euro (basically equal to 280 dollars) a month working temp job as an unskilled peon in a newspaper press 3 days a week, in a central/borderline eastern european country.
where the fuck are you from? they're absolutely totally ripping you off, the absolute minimum i would begrudgingly accept for ANY dev job is like 700 or 800 euro. anything less is an absolute ripoff, and this minimum is borderline ripoff.

I got this react gig earlier this year, its pay is $280/month ($70/week), its a relatively new startup yet to launch though. i was tasked with building landing page and dashboard for user and admin.
Since the company is about to launch, myself and the ceo had a talk concerning salary and he's proposing a salary lower than the one stated above.
Please for a relatively new startup how much do you think is ideal for salary?
What do I do if we couldn't reach an agreement?
