Honestly when I first started learning I bought a chromebook for roughly $200, found a way to boot linux onto it (GalliumOS is the best option for any chromebook), and it fulfilled all of my dev needs...this assumes that you are a beginner, otherwise I'm not sure why you'd be asking this question in the first place.

One with keyboard, monitor and any awesome Linux distro. ❤
