UI wise, Deepin OS (Debian based) and Elementary OS (Ubuntu based)
For server imo, Debian but it may just be because I'm most used to Debian over CentOS or something like that -
There is no such thing as "the best" only what suits you.
Go try them on virtualbox :) -
Ok for me its linux mint.
Its not great but it offers good stability & ease of use.
Everything is there where you expect it if you have expirience with windows. -
Gentoo, if you're brave enough :P
After that, Arch.
If both of those are too much, then Debian. -
Linux Mint is cool but the cinnamon desktop is the worst thing I've ever laid my eyes on. I use Ubuntu, but there's probably a better distro out there.

I'm partial to Arch myself. Pacman and Yaourt are so insanely good that it's hard to use anything else for me!

Hel8y3378yIt really depends on what you are going to do on your server. I work for a hosting provider and we use different distros.
For shared hosting we use CentOS (using cPanel or DirectAdmin). The reason is very simple, cPanel didn't support Ubuntu officially, if I'm right. The other reason for us was the long term support. You don't want to upgrade to a new distro version when you have no idea what crap the user has installed on their shared hosting account.
For most other applications we use Ubuntu LTS releases. Myself, I really love Debian, but the stable release sometimes lacks the support of new versions of packages (without the need to compile it yourself). Ubuntu usually has some newer versions of their packages. The LTS releases has a shorter lifetime then CentOS, but we install only one application per server and exactly know what is running on it. It is possible to do a dist upgrade in a somewhat controller manner.
In short: it really depends on what you want and your experience
