from scratch? why would you want to do that? chat bots are incredible complex and they still mostly suck.

Do you have a linguist and a machine learning expert in your team? If not stay away from building a chat bot from scratch. And you may even rethink if a chatbot serves your business goals.

If I was going to do something like that I’d probably use Microsoft’s cognitive services
